Challenge

Civil Service College (CSC) Singapore, is a statutory board under the Public Service Division, Prime Minister's Office. It is dedicated to help shape the public service by providing relevant contents and services, as well as conducive opportunities for training, learning and development.

In October 2009, CSC held the Public Service Staff Conference 2009, an annual platform for head of civil service and Permanent Secretaries to communicate key strategies and priorities for the public services.

Although it was an important annual event for Public Service Staff to participate, most of the civil servants were unable to attend the conference physically. It would be challenging to hold such an event if all the public service staff were to attend the conference in a conference room on the same day.
